I've been of the opinion that the first - and most "controversial" - guideline doesn't mean to cut down the population, but rather advice not to go past this number once these guidestones actually become necessary in rebuilding a civilization. If it gets to the point where these stones are required in order to tell time or figure out the planet's relation to the sun, chances are something has already reduced the planet's population.
